A £9.5 million New Build 6th Form and IT College within Blackburn College campus. Cube was appointed to provide CDMC services.
Cube's Role: We were directly appointed by the College to advice and attend to design criteria over a 9 month design period. The works involved demolition, asbestos removal, complex United Utilities diversions and new build works with sustainable energy solutions.
The procurement programme for this project was extremely short, with only 6 months allowed for the procurement of a Main Contractor and subsequent detailed design of the building in line with the two stage design and build procurement route.
The original site included a number of existing buildings and in order to enable a quick start on site, an enabling package was allowed for demolition and relocation of an existing substation.
During the 1 year contract period for the new build element, we continually monitored CDM compliance by regular design team meetings and site inspections ensuring that the contractor's design team constructed a safe working environment. Competency and capability checks were carried out by us on the consultant team and the contractor.
The built accommodation comprises general teaching space, a high proportion of IT suites and specialist laboratory teaching spaces. These areas are supported with administration space, common rooms/break out space and a café style refectory.
The final gross cost for the project was circa £8,800,000 to deliver 5,300 square metres of new build accommodation within a 12 month construction programme. We actively participated in significant value engineering/value management exercise with the project team in order to achieve the target budget without affecting the building functionality or quality.
The scheme is constructed to a ‘Very Good’ BREEAM rating. We also worked closely with the College to adopt and modify the H&S file information and incorporated the digital data on the College’s intranet.
